Product Information File (PIF)

Your Key to EU Compliance

The Product Information File (PIF) is a crucial document for any cosmetic product sold in the EU. It ensures that all relevant legal requirements are met and serves as proof of the product’s safety. Not only is the PIF a legal obligation under the EU Cosmetics Regulation (EC) No. 1223/2009, but it is also an essential tool to avoid costly compliance issues and secure access to the market.

Purpose of the Product Information File (PIF)

The Product Information File (PIF) serves several critical functions for cosmetics companies:
  • Safety Assessment: It includes the Cosmetic Product Safety Report (CPSR), which thoroughly evaluates and documents the safety of the product and its ingredients.
  • Quality Assurance: The PIF ensures that the manufacturing process, formulation, and quality control measures of the product meet required standards.
  • Regulatory Compliance: It provides proof that the product complies with all applicable EU regulations, from ingredient restrictions to labeling and claims substantiation.
  • Market Access: The PIF is the basis for regulatory review and approval, allowing the product to be safely and legally introduced into the EU market.

Contents of the Product Information File (PIF)

According to Article 11 of the EU Cosmetics Regulation (EC) No. 1223/2009, the PIF must contain detailed information on various aspects of the cosmetic product to ensure its safety and regulatory compliance. The required information includes:

  • Product Description: Detailed information about the product, including its composition and intended function.
  • Manufacturing Details: A comprehensive description of the manufacturing process, along with proof that Good Manufacturing Practices (GMP) according to ISO 22716 have been followed.
  • Evidence for Efficacy: Documentation supporting all claims about the product’s effectiveness, ensuring that marketing claims are scientifically validated and legally compliant.
  • Animal Testing Data: Relevant information on any animal testing conducted, if applicable.
  • Product Labelling: A copy of the complete product labeling, ensuring it meets EU legal requirements.
  • Cosmetic Product Safety Report (CPSR): The CPSR is the core element of the PIF, as it ensures the product’s safety and compliance with EU regulations. In the next section, we will explore this crucial component of the PIF in more detail.

Cosmetic Product Safety Report (CPSR)

The Cosmetic Product Safety Report (CPSR) is the cornerstone of the Product Information File (PIF) and is crucial for gaining approval to sell cosmetic products in the EU market. It contains all the necessary data to ensure the product’s safety for consumers and to demonstrate compliance with EU regulations.

According to Annex I of the EU Cosmetics Regulation (EC) No. 1223/2009, the CPSR is divided into two main parts:

Part A: Cosmetic Product Safety Information
  • Product Composition: Quantitative and qualitative analysis of ingredients.
  • Physico-Chemical Properties and Stability: Examination of the product’s stability and chemical properties.
  • Microbiological Quality: Verification of the product’s microbiological purity.
  • Impurities and Traces:Assessment of potential impurities and information on the packaging material.
  • Intended Use: Description of the product’s normal and foreseeable use.
  • Exposure: Evaluation of consumer exposure to the product.
  • Toxicological Profile: Toxicological assessment of each ingredient.
  • Adverse Effects: Documentation and analysis of any adverse or serious side effects.
Part B: Cosmetic Product Safety Assessment
  • Conclusion of the Safety Assessment: Summarized conclusions regarding the product’s safety.
  • Warnings and Instructions for Use: Specific warnings and instructions for safe use.
  • Justification of the Safety Assessment: Scientifically supported rationale for the safety evaluation.
  • Qualifications of the Safety Assessor: Information on the qualifications and authorization of the assessor who conducted the safety assessment.

PIF Storage and Maintenance

The Product Information File (PIF) is much more than a formality—it is the key to ensuring that your cosmetic products comply with stringent EU regulations and can be safely brought to market. From detailed product descriptions to the comprehensive Cosmetic Product Safety Report (CPSR), the PIF documents every step of the process, protecting your business from legal risks.

The PIF must be readily accessible and up-to-date at all times. It is required to be stored for at least 10 years after the last batch of the product has been placed on the market. The responsible person (RP) is tasked with maintaining the PIF and providing it to authorities upon request.
